Factories won't produce squat. Can't build any new divisions as Germany.
Hello.
I haven't played a full game of HOI4 since version 1.3.2, and have only recently came back to HOI4, but have become so frustrated with this game that I am about to swear off of it entirely.
Have uninstalled, and reinstalled local files, verified local files.

Using latest version (apparently 1.4.1), with NO mods checked (straight vanilla game), playing as Germany 1936 scenario. Have setup Germany with production as I usually have in the past (i.e., ratios of military factories, to naval factories, to airports, to infrastructure, etc.).
Have scheduled the creation/training of the same types and number of divisions I have always done in the past - that has always worked for me in the past.
I have the toggle set to "create reinforcements" ahead of upgrades.
First national focus is Rheinland.

I have started several games in the last week or so, and have played through October 1936 in most of them - and in EACH and EVERY case, not ONE SINGLE division has progressed beyong 1% of completion - with nearly every division tab displaying a "not enough equipment or manpower available" to continue creating the division.

What the heck? Whats changed?
I obviously can't/won't play this game if I can't build a single division, but I have been unable to figure out what is wrong.

Help me out guys, 'cause this is one of my favorite games.

Take a look at your logistics tab (see the daily rates of eq being produced, is it in the green?) and the deployment tab, hover your mouse over a division deployment bar it should tell you what's deficient.

I'm still not entirely sure about this, but "reinforcements" is the priority level for reinforcing your currently active divisions. If you want to make new divisions as soon as possible you need to set the priority for both reinforcements and upgrades to low priority.

The game defaults setting is to deploy yoru equipment in a 'balanced' fashion; delivering to both units in the field as well as units under construction 'equally'. Note hte quotes as being a general and not a specific use of wording. At game start, INF euquipment will be distributed to the field units as a priority, since they are already depolyed and lacking equipment. Yuu can change this in your Recruit and Deply screen. there are options at the top which allow you a degree on control as to whether your equipment is prioritized to a balanced, or dedicated to new unit construction. If you were simply to wait on it, equipment would gradrally be sent to build new units. but DO NOT WAIT, is my advice! Make that change in January 1936, but change it back to medium later once you get units being built. Possibly by June 1936. Hope this helps, Commander!

I adjusted the reinforcement/upgrade settings to: highest priority to reinforcements - in order to build more units, and to lowest priority to upgrades - so that I could initially get more units into the field quickly. I can always upgrade my obsolete equipment later.

But several months into a game, and several games I went as far as October 1936 without a single new division being created, and in fact all of the sliders for my divisions showed warnings that due to lack of equipment was unable to equip or train a single division type further than 7% (which was for a panzer division), all of the infantry divisions I had requested showed 0% progress by October.

In my previous games I would often start receiving new divisions by May-June time frame.
But to have 0 divisions by October - with apparantly NO prospects of any being created any time soon - there's a problem.

I need to restart a new game so I can get some screen shots so I can show what I am talking about.

That's why you can't train new divisions. Reinforcements are exactly as it sounds, reinforcing existing divisions. Upgrades is for upgrading existing divisions with newer equipment. Below those two are any templates for which you are training divisions of. There are radio buttons on those as well. Those are the ones you need to set to highest if you want to insure equipment gets allocated to them first.

And then of course producing enough equipment to fully equip the new divisions.

Again, you got to look at what you're producing, the rates. Reinforcement/Upgrade priority won't matter here. My guess is you're training too many divisions at once and the attrition rate is preventing your units to deploy due to lack of equipment, or you forgot to do something in production.

Thanks for all of the great replies.
Here's what I figured out this evening.

1st - finally understand the reinforcement/upgrade toggles (something I should have already known but for some reason forgot... chalk it up to me being retarded);

2nd - When I setup my game, I love to organize all of my divisions into nice neat little corps, and immediately set them to training. That training 'burns' up equipment, requiring refitting.

3rd - Adjusting the priority setting for each 'division' stack set for production, does help. (Heretofor I had only set my Panzer, Motorized, and other Elite Divisions to priority production.)

4th - This one is probably the biggest reason for the difference in the production I'm seeing, from what I remember before. (I hadn't played HOI IV for a good part of two years now, until this past week.)
My son reminded me of this one while we were bantering back and forth, My previous gaming campaigns - mostly against my son - involved some "adjusting" of the 'Static Modifiers' file [on both our parts]; i.e., we cheated to "boost" our production.

5th - Once the divisions I already had in place were brought up to strength, my raising of new divisions sped up considerably.

I just played a short game, Jan 1936 thru Mar 1937. I think I have it normalized now (No I didn't revert to 'adjusting' the static modifiers file (not yet anyway) :-) . I am used to seeing several different types of infantry equipment which all needed to be produced in order to create divisions, etc. That all seems to be consolidated into the new "Infantry Equipment" category.
I am figuring this game (back) out, I can stop panicking now.
