Editing existing HOI4 Steam Workshop mods for private use...
Hello... I'm pretty new to modding in Hearts of Iron 4 and I would like to have a better understanding on how to edit mods on the Steam Workshop for this game. For instance, I ran into a mod called "Byzantium" and I would like to tweak some basic features of it like the current country ideology, country flag, country name, and victory points. I have no intentions of publishing the edited version. I have no idea on where to start and I would appreciate any feedback in advance.

Steam - Steamapps - workshop - content - ###### - find mod's folder, and see into it. You'll most likely have folders like "states", " ai_areas" etc. There, create your own mod, and copy past everything from original mod to yours. Then modify things you want to. Hope I helped

Nothing is labeled, its all numbers. Its very easy to tell them apart.

sorry for answering so late, but you can tell them apart by viewing the game ID and mod id.

HOI4 app id is 394360
you can view the mod id by looking at the number after "?id=" in the ULR of a mod's workshop page

Open in Notepad. Or Notepad++ (set Perl as your language).
