You are right, you have to push into Siberia but a more accurate answer would be you need to take Vladivostok. Yup, that's a long way so you better bring either tanks or trucks there while your whole army is just holding the front or pushing. Though, most of the time there aren't lots of divisions and if there are, they are fairly weak so you don't have to bring huge army to take that last VP.
The capitals, looks like a star, are visible always.
Major VP, a ball with a dot inside, are visible when zoomed in a little bit.
Minor VP, a small square, are only visible when zoomed in even more.
You can easily figure out the zoom levels over your own country. Also when looking VP provinces in a war, it usually help to hide all unit icons but your own. In lower right corner that looks like a little dude and is above the day/night cycle button.
