I can't even play the game. Is there anything wrong?

this has to be connected to windows update linked to about dec 15-dec22 update time frame , i just finished updating the PC and the moment i got into the game there was unreal slow performance, 5-10 seconds for units even to respond to selection ( not related to lategame lag)

No specs or details, but try turning off fullscreen optimizations under compatibility tab for .exe if you are running fullscreen

well the problem is that game currently only using 1 out of 4 GPUs in the card so it started happening right after december windows 10 update
Strrog Dec 24, 2017 @ 8:09am
anyone else with issue still no resolution, tried that full screen optimization off, the game wont start loading screen was white all the time.

You should list out your specs. One out of 4 GPUs does not make sense unless you are talking about SLI. Now if you are talking cores on the CPU, then 1 out of 4 makes sense.

ok specs for now win 10, I7 CPU 2g with boost of up to 2.6ghz, 8 gig ram, amd Radeon M7 260, and its a laptop

problem solved and here is a sad story why, so few month ago when i bought the laptop, the service team should have tuned and updated the laptop, apperantly they forgot to update the graphics card because it was 1.5 years outdated... wow fail customer service they forgot to do the most important update lol.

issue solved thx all for participation

I'm glad you found a fix for your case Strrog.

In my case, I am running an HP Laptop :

  • Pavilion Notebook 14-al100nx,
  • Windows 10,
  • i7-7500U CPU,
  • 16 GB RAM,
  • Intel(R) HD Graphics 620 + NVIDIA GeForce 940MX

And after the December Windows update, launching any steam games causes them to crash. However for some games, right-clicking on the .exe then enabling the "Disable full-screen optimisation" sometimes works while other times setting the resolution to 640x480 sometimes works as well.

I know that my GPU was giving some problems even before the Windows update but it is now much worse. Previously I couldn't play games in fullscreen but only in borderless window mode (otherwise my games would run at 1 frame per MINUTE) but now they don't even work without enabling some options. Additionally, ALT-TABing on some games causes them to crash.

After a lot of trail and error for the most part, I have narrowed the problem down to be a Windows issue not using the GPU correctly (I'll leave the details out); updating to the latest NVIDIA driver did not help either unfortunately.

ok so how in this case windows update messed effeciency of the GPU, its first time i encounter such a problem, in my case the issue was fixed with updated graphics driver but still prior verion of the driver became really ineffective so how can a windows update break this very unusual.

Depending on the windows update, if you updated to windows 10 FCU, then under windows settings, there is a game section. Turn off Game bar and Game DVR in there. Don't forget to make sure that the game is using the correct GPU, and not the integrated intel gpu.

Not sure if it's related, but I just purchased the game and gets stuck on the loading screen. Doesn't show not responding or anything, simply stays on the loading screen. First game I've ever had not work on steam. Is it the windows update?
Edit: fixed by clearing download cache

The first time you run a paradox game that first load screen where you see it loading and building stuff can take some time. Although load tiems were reduced in HoI 4 compared to older version.
