In my case, I am running an HP Laptop :
And after the December Windows update, launching any steam games causes them to crash. However for some games, right-clicking on the .exe then enabling the "Disable full-screen optimisation" sometimes works while other times setting the resolution to 640x480 sometimes works as well.
I know that my GPU was giving some problems even before the Windows update but it is now much worse. Previously I couldn't play games in fullscreen but only in borderless window mode (otherwise my games would run at 1 frame per MINUTE) but now they don't even work without enabling some options. Additionally, ALT-TABing on some games causes them to crash.
After a lot of trail and error for the most part, I have narrowed the problem down to be a Windows issue not using the GPU correctly (I'll leave the details out); updating to the latest NVIDIA driver did not help either unfortunately.
Edit: fixed by clearing download cache
