You'll have to buy it separately, but Waking the Tiger the next Expansion/DLC is still at least a month away. It's actually not entirely a bad thing, since that means you'll have less things to learn right away.
The upcoming DLC is $20, with similarly superficial content only notably including changed focus trees. In half a year, it'll be $10 on sale. Don't worry about DLC in this game, you might as well just looks at mods because that's where the real content's at. If you want value, look at a different Paradox game.
