Airbase has insufficient Supply?

Made sure my airbases weren't overcrowded (has a max of 600 planes) and only put a fighter wing of 600 there.

However, i'm getting a notification that the base has "not enough supply" What does that mean?

One of my bases is injured is still being able to full ysupply max occupancy planes, while my other airbase which didn't get raided by partisans is suffering a insufficient supply penalty

The air base supply is also limited by the local supply in that area. If infrastructure is low or damaged or there are a lot of troops in the area then the air base can run out of supply even if few aircraft are stationed there. Check the supply map and see if the air base is in a yellow or red supply zone. The bottleneck may not even be in that zone but somewhere between there and the source of supply.

Does repairing the base also help with supply?

I don't think it directly helps with supply but I am not sure. It will however definitely help indirectly by increasing your capacity limit. If you have more aircraft than the current limit you will get a severe penalty for overcrowding. A damaged airbase will have reduced capacity so if that drops below the number of aircraft you have based there then you will get the penalty.
