How to Stop Moving Troops Overseas?
I'm playing as China. Obviously, Japan has naval superiority, but the AI keeps trying to ship troops by sea instead of by land for some stupid reason. How can I keep them from doing this?

Aaaand my troops keep attacking even though they're not set to execute their plan. I even deleted their plan, yet they keep doing it. Holy crap, this is annoying.

That's true, but it's pretty much impossible to compete as China early on. :[ It makes me sad that you can't disable naval transportation for an army group.

You can Shift+click to send a unit to one province then Shift+click again to set a "custom" path to a destination, that could help with not having divisions go through ports to reach somewhere.

For the troops attacking without an order, you may have put them on an order previously or set them to travel to a location and they met the enemy and are "stuck" in combat until the combat ends, best way to stop that if its not a bug is to select the division and click the hold division button.

The problem is that I have these guys set on garrison to protect the coast; and whenever they feel like they have to readjust, they just send their guys overseas. I really can't be micromanaging the garrisons, especially in multiplayer. Otherwise, your tip would work out well here.

As for the second part, not quite, I cancel the order, and they keep doing it repeatedly. They're on hold. I cancel the attack. After that, they decide to randomly move to another province to attack. It's incredibly odd. I've seen this happen a few times. I guess the best I can do is just deal with it until they fix it. I wonder if it has to do with the garrisons... I did lose territory, and they were supposed to guard the coast of the territory I lost. I should look into that later.

From what I can tell by playing myself, the AI tries to garrison an important area and will move a unit from a less important area in that garrison zone, meaning another unit needs to take its place and that trend tends to continue. Most I have done to try and fix that is to protect harbors rather than coasts and, if it keeps happening, to set units to "important" areas manually in the hopes they stop cycling.
