the game is designed around major factions and creating a new one is fruitless, you will only get minor nations that are attacked by an enemy of yours, under the condition that no other faction is at war with the guy who initially attacks the said minor nation.
if there is another faction involved, then the minor will seek to join the AI faction, not yours, even if it shares your ideology, even if they love you.
in other words: you are not supposed to form a new faction and the game does not understand how fun it could be.
if you want to be freestyle, be freestyle in the way paradox has coded it, be a rebel, but one that follows focus trees, don t even think of doing something that is not planned.
it will work, you will be able to do your thing, but the game will not understand and you ll quit within a year of boredom
note that puppet states always accept.

as the commintern leader, just sit and relax: any nation that goes to war with the allies will join you...wait no, they ll join the axis.

from what i ve noticed that AI joins a faction when its either super afraid of your enemy or when its super super afraid of...you.
you could try to seduce far away nations surrounded by democratic countries. This usually works but takes a while, and often your target nation will change goverment before it asks.
convincing close neighbors is easier as it only requires to annex all its neighbors just to say'im serious about the invite"
but truth is the game is about WWII not about politics, the political/diplomacy system is a placeholder at best.
And there is seriously no console command for it?
Type "Observe" to take you into the spectator mode, take control of the nation you want to join your faction, ask to join your faction and get it accepted by the AI briefly controlling your original nation, then use Observer mode to get back into your nation.
It might cost you a few ingame hours of control of your nation which may require some tending to but it's a small price to pay.
not that i know of, and i ve been a bit curious, most of my runs have had this problem in mind.
It's a good last resort, unless you're in Ironman Mode.

And put " allowdiplo "
Then put " yesmen "
This will basically allow you to invite to faction and they will accept despite anything.
Remember to enter them again to disable them.
1. Type "nocb" into console
This allows you to do all diplomatic options
2. Type "yesman" into console
This makes AI always say yes to anything
then just ask them to join your faction
NOTE: you can only do it to countries with same idealogy or non-aligned or else they will just leave your faction right after.
Communism countries can't join Fascist alliance. Same with Democracy. Only non alligned can do that.
Playing as USSR should be like: "Who needs friends?"
You are already SOVIET UNION. So by annexing someone you are adding them into Union hehe. Fair enought for me.
No, you can be Fascist in the Allies, or Communist in the Axis ect ect.
You and your intended faction need to be fighting the same enemy and you need to be factionless.
Think Italy declaring war on Germany after Germany has gone to war with the Allies, that's how you do it.
