@all: If you use Windows and HoI4 works on your computer you could do the OP a favor by testing if the game still works if you add -opengl to your launch options.
@OP: Does EU4 work on that laptop?
It might be a problem with the C++ redistributables or something like that (which affects both EU4 and HOI4) instead. I really can't say.
If one of your friends uses Windows as well and plays HoI4 ask him/her to test it with the -opengl launch flag. If doesn't work it's probably not possible (anymore), but if it works it should be possible to get it working on your laptop too.
