Report a translation problem
To move a fleet to a sea zone, make sure it is set to hold mode (look at the top of the outlier for the fleet and there should be 4 buttons: the anchor is hold) and right-click on the target sea province. I'm not sure exactly why you'd want to move a fleet without giving it a mission but that's how you do it.
To rebase a fleet, simply right-click on the target port under your control and the fleet will rebase there. Make sure it has enough capacity for the fleet to avoid penalties, though you can rebase to ports with insufficient capacity. I believe this can also be done via drop-down menu by clicking on the home port name displayed in the outlier. This should give you a drop-down menu of other ports to select from.
To conduct a mission, first select the mission type using the buttons at the top of the outlier. Then right-click on up to three sea zones within range and the fleet will immediately begin moving to those sea zones in order to conduct the operation. Make sure you have double-checked what repair status you want the fleet on and that it is appropriate to the situation.
I had set up an invasion route for europe, but the bad guys are going extinct there ... so now all I have for foes are in asia . Time for a massive re-organization into the Pacific !
