If the framerate drops only occur from 1940 onwards, then it's related to the unnecessary amount of a.i. units on the map. You have to use mods that reduce the a.i. spam in that case. The workshop has several working solutions. Look for either something with "a.i. spam" or "increased unit size".

I haven't tested the other solutions, but from what I've read on the forums they are working as well. Don't know the exact names though.
tips: do not accept expeditionary forces, less airplanes, less puppets
Enable V-Sync as well.
I know that isn't enough to deal with 1.3/1.3.1 issues.
Hence the question still unanswered remains: Do you encounter those issues in 1936 or later (like 1940)?
If 1936 ==> try disabling shadows, 3d units etc.
If later ==> it's caused by huge numbers of units on the map ==> only way to solve the issue is to reduce number of units on the map ==> use a mod that does that.
And i only encounter low fps when i go into war.
In late 1940 the number of a.i. units on the map starts to ramp up quickly. It's probably not mostly related to what you're doing. The a.i. goes ape on unit production and uses much too small templates.
Then you either have to wait for Paradox to solve the problem or use a mod.

There are other mods as well you could look up. In the official forums there's a topic "How did Germany end up with 500 divisions?". That contains a debate about solutions and other mods.
Your CPU equals mine, your GPU and RAM are better than my rig. With my mod I have no performance issues in 1941.
