You can do a few different things. You can go historical, go against the grain and go commie or facists or a non aligned democracy if you do it right and before the war starts. How do you want to play it?

Based on my observations.

If you're staying democratic/loyalist, you want to become a dominion as quickly as possible because being a puppet isn't very good. Currently, lend leasing to your overlord (Britain) gives loads of autonomy at relatively little cost, so build up military industry and send weapons/convoys to the UK using a lend-lease deal once the war begins. Pretty soon, you'll be able to become a dominion.

At this point you have a choice to stay as a dominion or carry on pushing all the way to freedom. Staying as a dominion gives you fewer research slots and locks you into volunteer conscription only (meaning your army will only ever be quite small) but you get awesome tech sharing and will get to keep pakistan (and more importantly it's industry). This is well suited if you value industry more than manpower and want to play a more supporting role in the allies.

Going free gives you a lot more manpower, but you'll lose a bit of industry because pakistan will become independent. You'll also have more possible reaearch slots, but won't get the amazing tech sharing bonuses.

Going the fascist/communist Swaraj route is kind of like a compromise between the two options above. You'll have access to conscription laws and can keep pakistan, but you'll also keep the horrible negative modifier from not having released pakistan which will eat into your manpower. If you want to go down this route, do so quickly because if you do it too late (after 50 world tension) the allies will join in the war and you'll probably get stomped.
