I agree when tension is low the mechanic should be there but after it gets to 100% it should be removed.
Similar stuff here. It takes time to get a "Party Line" on why the invasion is happening right, get a propaganda campaign going, guesstimate how the public will react, and so on.

game accurately. As soon as you deviate even slightly it will have
a "knock on effect" for the rest of your playthrough. The AI WILL
respond with an action that is NOT Historically accurate and
that's the end of ANY kind of Accuracy. In earlyer Versions,Ie
Hoi 1, 2 and 3 you had a lot more options and the model allowed for
a certain "randomness of actions". HoI4 seems to have been
"dumbed down" from earlyer incarnations of the game, probably so
kids can play it on consoles. A pity really, most of what made
HoI series has either gone or is so diluted it is hardly Hoi anymore.
I compare it ot simple games like "risk" now.
To be clear, it is an OK game, it is quick and easy to play, and the
Ai can be set to do everything for you. This takes away most of the
challange. I mean, there is no "chain of command" anymore.
You just get an officer who controls a handful of units... Period.
Not a bad game, But.... Not really Hoi anymore.
