Most cities have more than one victory point.
Unmarked provinces have one each.
The capitulation progress only applies to the victory points that are in a core state of the nation
the national unity says how much % of the core victory points you need to capitulate that nation in war.
Hmmm. Well, I have occupied alot of countries and took all their states. Could this be the reason why? The year Im playing is around 1950s. Thanks for your answer
