Italian War Justification on Yugoslavia

I am a new player to HOI IV.
I did the claim Yugoslavia NF as Italy and did not have the ability to declare war afterwards.
So after the NF completion, why do I have to justify war against Yugoslavia?

You only get claims. Italy didn’t historically declare war until the Yugoslav coup d etat

You get Claims on the land, so it means you have to still fabricate the claims, all that NF does, is give you the right to take those lands, so it will cost less to take them in a war

But wasn't the Yugo Coup set on Germany's claims? doing Fate of Yugo, you create puppets of both Croatia and Yugo and a week later a democratic coup is staged. Stuff like that annoys me because you know they will join the allies as soon as
