Shouldnt they be the puppet of japan?

EDIT: Yes,road to 56 has caused it. Why would the makers of that mod even add such a thing in?

I dunno, considering it's effectively pointless, because as soon as Japan declares war on you they become Japan's puppet instead anyway.

There's literally no way to keep them as a puppet. Either they switch to Japan's side during the initial event, or they switch when Japan declares war on you.
