This was better modelled in HOI 3 imo with "officer ratio" thing, the great purge hurting the army is a big fat myth, purge helped the rise of many competent and great generals while removing any potential july 44 esque plot in USSR and doing away with many Vlassov, it was a net positive not negative.

During the Soviet Finish war the Soviets barley had enough officers to lead their men, and those were rookies.

try to do multy layer frontline so the rush and encirclement/paratrooper tactic doesnt work since if they cant pierce your line deeplythey have to push you the old fashionned way and lose massiv amount of stuff to attrition.
