Do coastal forts work without infantry?

Say I have a level 1 coastal fort, does the -15% naval attack penalty work if I don't have the area garrisoned?

You can have tons of coastal forts. But without any infantry to shoot those big guns, it's gonna be damn useless.

No. They don't do anything if u don't have a division garrisoning them. When you build a fort on a province, it effects the battle thats is conducted in that province between you and your enemy. Whoever is attacking that province gets the debuffs because of the said forts.

Yeah, think of them as a modifier to make it harder to take the province. Not defend the province itself.
