Typically you improve supply by improving infrastructure and naval ports. I don't play as minor nations, but it may be better to ignore this and use your limited resources elsewhere?
The only ways to fix bottlenecks are:
1) upgrade infrastructure of bottleneck area
2) Research, and implement, units that will lower supplly usage (Logistics support for example)
3) And I think (could be wrong) there are some other things you can research that lower your supply needs/usage.
Alot of players make the mistake of building up infrastructure on their 'expected' front lines, but they forget the supply line running from Capital area out to the front lines needs upgrading also. :)
may I ask on what level of infrastrusture/port that can be considered as enough so that the supply can flow properly?
Your divisions use up supply, so a tank division might use up 2.4 while infantry use up far less. The AI is dumb and only moves units according to his units in supply. So he often starves you and causes big problems.
Generally speaking 4-5 is plenty for small numbers of troops.
Upgrading the infrastructure makes building factories cheaper btw.... think that was a change for Oak.
