"Send Ultimatum" feature
Just another alternative to war. Think the ultimatum of Czechoslovakia or Poland, except it's an option in the diplomacy menu. It'd allow you to select provinces for the nation to give you. If they decline, then you can justify war against them (perhaps faster).

Perhaps selecting multiple provinces costs more PP?

probably they won't use it because you can easily abuse this kind of mechanic, like as major power you can probably spam this on your neighborand getting free stuff without going to war at all

Easily balanced. Simply make it so that using this too often will lead to you running out of political power.

Oh, and a cooldown.

also using it too often generates world tension aswell or maybe the country can get an event to ask a major power for help?

like if italy demands land from yugoslavia then they can go hey britain/france/germany (or ussr but only if communist) little help here?

Instead of a cooldown, why not make it so the ultimatum only becomes available after the war justification finishes?

That would eliminate the need for an ultimatum, since it's assumed the country sending the ultimatum can back it up via military force.
