Steam goes online whenever I go multiplayer

You know, you want to conceal your status sometimes, you had promised some guy some other game, but want to do multi. hoi4 for your own good. But HOI4 just gets in the way, no matter how many times you set yourself offline, this freaking game forces steam to go online after clicking multiplayer section in main menu, for no apparent reason, signalling that you'r ingame. NEEDS A HOTFIX ASAP!
