Can't delcare war on USSR as Nazi Germany

I can't declare war on the Soviet Union as Nazi Germany and I don't understand why. I am playing the game on regular difficulty ironman mode. I have only two mods installed (in case that makes a difference): one that changes historical flags and another that simply adds German music. I've completed the focus "War on Russia", the crossed swords are present, but the option to declare war on the USSR is grayed out. Am I missing something or this a bug? I've verified the game integrity in Steam and the only other thing I can think of is maybe reinstalling the game. However, I really don't want to do that as I've had such an excellent go. I do have the latest expansion and my game is up to date. Any help would be greatly appreciated.

Did you check if you have a Non Aggression pact?

Yep, I have the non-aggression pact after completing the Molotov-Ribbentrop Pact focus. Unless that's changed recently, after completing the War on Russia focus I can't declare war to end the pact. Is there something else that I need to do there to end the pact? As far I was aware completeing that focus endabled the ability to declare war and breaking the pact.

Yes, after doing the 'War with the USSR' focus you usually can declare war and the pact is over

Usually Russia cancels the Non-Agression Pact. What you should do is Cancel the NAP and declare.

Yesterday happened the same for me with yugo.
They jumped out from axis due to a coup event, and i was informed that i get annex war goal on them. But the declare war button was grey.

For me they JUMPED into the Axis and I got that war goal. When they were not in the Axis then that event made me insta declare war.

How do you cancel it from diplomacy? The tooltip is there, but there's no way to cancel it as far as I can tell. If I click it it opens the Russia diplomacy screen and from there, if I click it, it just opens my, Germany's, diplomacy screen. I don't see a way to cancel it from the diplomacy screen.

Hmm, declare war on Rosja or one of those. Didnt' think of that. I'll give that a shot and see if that might work. But then that's another 60 days or so I got to wait and we all know about the urgency of invading Russia.

Well, boo, can't declare war on one of the minor Comintern nations either. The NAP with Russia is blocking it.

You go to the Russian diplomacy screena and look for a button that says CANCEL NON-AGGRESION PACT, usually around where the offer peace button and military access buttons are.

You may have to wait until a certain date to cancel

To cancel a non aggression pact you have to wait at least 12 months, from there it has a scale, you need like 200% divisions on shared border for months 12-15, 175% for months 15-18, 150% for months 18-21, 125% for months 21-24, 100% for the rest (those figures are from memory so i may have gotten them wrong, but you get the idea) hover over the cancel pact button in diplomacy screen and it will give you the requirements.

BECAUSE YOU HAVE A NON AGGRESION PACT.
What usually happens is that Rosja cancels the pact.
