Vichy France wont form
2nd time playing as Italy and second time vichy France did not form. All the French lands went to Germany and no Vichy France. It also took us to 1940 to take over France because AI IMPROVMENTS NEEDED. Im making huge progress in Africa and because the ♥♥♥♥ing wiki is not finished then I dont know what am i doing wrong

1) Do you have historical AI focuses on? It need's to be on.
2) In order for Vichy France to form, there's gotta be a very specific set of events that have to happen. You probably affected the game in a way that made hitler go: "Nah"

Historical AI is on. Only mods I am using is removed non core manpower penalty, Coloured buttons and for the fun of it Colorblindness

I dont know how. Probably because I was at war with Yugoslavia? Or because it took too long so long to capitulate france BECAUSE AI IMPROVMENTS

when the event procs for germany there is a chance they will take all the land for themselves, you got unlucky.

(There are 2 options for the event, create vicky, or take the land)

Its historical AI. Is there meant to be a news event to know it?

I am pretty sure its just a % chance they will take the decison to form vichy. I find they dont most of the time in the base game. It maybe even lower chance with the mod you have since they get more manpower from holding the states.

You could always use expert ai 2.0 mod I believe its set to form vichy like 90-100%
