I am an easiest difficulty casual, but I can tell you that you can load a game as Sinkiang and join the Comintern on January 1st 1936, you'll have the achievement within five seconds.
I agree that achievements should be achievements, and that's why we have achievements that are awarded for beating the game on the hardest difficulty.
It's so you can't save scum, use console commands, or use mods to cheat and get achievements.
Ya, it makes it so you have to do something right the first time around or you'll have a harder time getting the achievement and may even need to restart the game. You can't just make a bad move that causes you to lose half your army and then reload a save, you have to pay attention or suffer the consequences.
Plus this game is extremely easy as of right now anyways, you shouldn't even need to save scum, use mods, or cheat to get an achievement.
Ya the AI in this game is a joke at the moment, hopefully they'll actually make it better.

which countries did you used ?
USA: Very Easy (You have the best industry in the game and can make military equipment like humans make blood)
United Kingdom: Easy (You've got a ton of stuff to manage and a lot of territories to ultimately defend, but your navy is the best in the world, your air force is excellent, and your army is formidable.
Japan: Easy (You pretty much do what you want out in the Pacific, unless you anger the USA or the Soviet Union you should just have a free expansionist ride.)
Italy: Easy (Not a lot of places to expand to, but your best friend Germany should provide a wing to cower under while you grab territory and become stronger.)
Soviet Union: Medium (I'm classing the Soviet Union as medium because despite their massive size, they actually don't have a brilliant industry and the Great Purge is a hinderance to your military, plus if the playthrough goes a certain way you'll end up getting invaded by Japan on two fronts, so it's doable.)
France: Medium (You've got the impenetrable Maginot Line, and the Alps to defend you against Italy, but if Nationalist Spain surprise attacks you or the Axis invades through occupied Belgium, you're going to have a tough time. Still though with the defenses you start out with, if you can shore up those flanks you should stand pretty firm.
Anyone from South America: Hard (You can't expand anywhere because the US will guarantee the independence of everyone in the continent, plus influence your politics. You'll need to rush your neighbors to get land and expand before the US can finish their National Focus that does this.)
Chinese Nations: Hard (No matter what you do, prepare to face Japan.)
Benelux Nations: Very Hard (You're tiny with small armies and not a lot of land, and you're usually also at the mercy of Germany later on.)
Poland: Very Hard (Germany to the west, the Soviet Union to the east. Both want to eat you. Have fun with that.)
All other nations I'm not very familiar with.
