All enemy nations have capitulated but the war is not over?

In my current playthough all enemy nations involved in a war have capitulated but the war is not over. Do I need to now declare war with their allies who were not involved in this war? (Oh, I have also completely cleared any land still owned by the enemy nations involved in the war, both major and minor).

You went to war screen and made sure every major power had capitulated? Every single one?

The only thing I can think of is that I need to destroy the other two axis countries, even though I am not at war with them.

Try letting a day pass. I've found after a day or two, the peace conference starts.

Thats what I thought, but it's been months. This is my first time getting this far in the war, so I figured maybe I missed something :/

Update: I let Russia destroy Turkey and I declared war on Japan (bringing them into the existing, unending war). I then took Japan (with the help of a new communist Japan which I created) and that ended the war, peace conference and everything. Still not sure why it didn't end before though :P
