How to make custom leaders

Been trying to make a custom leader for Saudi Arabia and have failed entirely to do so. I know how to edit portraits and such but making an entirely new leader has eluded me entirely. Both of the tutorial videos I found I followed to a T, and despite that it refuses to work. I feel like that might have something to do with it being a minor nation and not having a set leader for the fascist ideology, but I've no idea, I'm quite new to modding.

Any help with this would be greatly appreciated.

Someone answer this ♥♥♥♥♥♥♥ question, for ♥♥♥♥♥ sake. Jesus ♥♥♥♥♥♥♥ Christ. I have the same problem. I've edited the History file and added a custom leader, I've set his ideology to fascist and I've put a picture in dds format in the gfx/leaders/xxxcountry and still nothing. When I start the game it loads a completely different, random dude and I'm ♥♥♥♥♥♥♥ tired of this. I already checked localization, common, interface... etc. I can't seem to find the ♥♥♥♥♥♥♥ solution. Paradox, just what the ♥♥♥♥ is your problem?!

Calm down bro, its just a game. It isn't paradox's fault that you aren't able to add a custom leader.
Get over it.
