British Raj never supplies manpower for divisions anymore .
edit- Playing as the UK and creating Raj divisions.

They always used to in previous games but my last 3 times i tried it they never provide there share of the manpower for the divisions.

The divisions just sit in training waiting for there manpower , they havent given any at all. They should be giving 90% but havent given me 1 soldier in 3 different saves.

No idea why they always used too in previous goes and its a country with a huge population. Not sure what's going on.

From the beginning? I doubt so, Raj gets severe malus to its recruitment capability, -69% agricultural nation malus, -20% disfrenchised muslims malus so in net effect -89% and to top that you can't get rid of Volunteer Army as puppet of Britain which imo is historically accurate, India provided largest volunteer force in WW2, a record for any war about 2.5 million men. It would had been political suicide for Britain to try to enforce any sort of conscription in 40s in India neither India should be able to provide 100s of division just because of her manpower pool.

In my playthrough as India I always manage to have an Inf army of 24 div (6 Inf + 1 art and eng + log + art as support), another mtn army with same no of division and layout but instead of inf it has mtn. Then a Tank army with 6 LARM (4 L.ank + 2 Mot and some support) and 6 MOT div (7 Mot + support) and finally a 12 Inf div army with same layout as other inf army.

A total of 72 div by mid 40s, The last 12 div army goes to Africa, the mtn army fights against Japan in the Southeast Mountains, another 24 Div army defends against any possible naval invasion or to reinforce other armies and the Tank army is there for major offensive operations.

Now you can get manpower bonuses through national focus, iirc 3 focuses gives you a little manpower boost and also these focuses gives you 3 divisions for free.

Also if you break free from Britain either as fascist or communist or Democratic, you can change your conscription law to have a great boost in manpower but then you can't remove other maluses but as a puppet of Britain through focus you can remove that 20% malus of disfrenchised muslim population to get a boost.

Btw I am talking about TFV, playing as any commonwealth nation is only worthwhile with this DLC.

Yes i have the DLC . And i am talking about playing as the UK creating Raj divisions. I have been Facist and democratic and done all sorts but now they never provide anything.

I only start creating them around 1940 and they would always supply a near endless stream of manpower , as many as i could make. But as i say in my last 3 games they havent provided a single soldier towards manpower.

Great Britain´s puppets can´t change their recruitment laws when under UK, that may be source of the problem.

With TfV, Raj has very little manpower at the start of the game, barely enough to field an army of their own. They can't give you manpower they don't have.

You could wait for them to unlock more manpower with national foci, which should ultimately cap their manpower out at a million or two but will take a while.

Basically, yeah.. you really aren't supposed to be able to spam out Soviet level manpower from the colonies. It's silly and not very historical.

Maybe try releasing Egypt if you want a cheesy manpower farm. They have similar starting manpower to the Raj, can raise conscription law normally, and they have far fewer resources and factories to build an army on their own.

yet i have done all the stuff you say many times before with the RAJ since the DLC , not soviet levels of troops but a lot more than zero. I dont want a 'cheesy manpower farm' just a sensible amount of soldiers as i have had many times before from them

it seems strange now they cant supply 1 soldier.

Maybe something has happened by coincidence the last few games that takes them longer to get manpower and i need to wait longer.
