All the sudden i cannot trade
I've had many victories in this game, i am not a rookie any more, but for some reason i have had two latest game where all the sudden i cannot trade more anymore.

Now i am playing as US of A in 1943. I have 121 civilian factories. None of them are building anything. None. "Civilian factories in use 26/121" .... yet when i try to trade i can not. for instance when i try to get Tungsten from Raj it says "the amount we can import is limited to 40 because we can only offer 5 civilian factories"

Where does the 5 come from? I don't understand. I have total mobilization, hundreds of convoys available, war is almost over (japan left and it's quite pinned down not causing any harm)...

Is this a bug or what? I have 95 civilian factories available for construction, but i cannot trade.

On the trade screen right in the middle you will see the number of factories that you have available for trades. When you exceed this amount you can't import more goods. So if it reads 5/20 that means you have 15 available for trade. If it's full or over you can't trade.

Yeah i just do not understand the logic of this. It said "we have no more civilian industry to offer, we need unused civilian industry to pay exports" ... to pay exports...? anyways, i changed my policy from free trade to export focus and i had enough resources till the end.

Right, depending on your economic policy you need X amount of factories for exports. It was confusing at first - mainly because there is not Factory guide, but I like how it works better than the IC system.

It still doesn't make any sense imo. Because i had civilian factories. If i have civ factories to make constructions, why i cannot use them for exports what ever the reason i need civ factories for exporting stuff in the first place...

Nevertheless, i've played multiple games (250 hours total now) where i have had gazillion of factories etc, but only two of the recent games have had this issue... i think i've just luckily avoided it by changing export policies earlier or something...

the game takes a portion of factories that you have built and uses them for trade so if you have a small amounjt of factories you will run out very quickly and wont be able to continue trading, if you can switch it to war econ because it frees up all your factories that are used for civilian goods and transfers them to your use for construction or trade

I've had the same issue here. I'm playing as France and have developed a beefy tank army. Germany has just declared on Poland, so I need some oil. However when I go to the trade menu its completely blank. All my old orders are still there but I can't see or edit them.

I too have loads of Civ factories spare, but still I can't trade. Must be a Bug :/
I may have the solution to this (sorry for necroing the thread):

Had the same problem today and found out, that you cannot use civs you get from puppets to trade, only ur very own civs. So if you puppeted the whole world isntead of annexing them, you can build with their civs, but not trade. In the building screen you can read how many of your civs are your own. Only htese are usable for imports.

I guess they've dont this to prevent trade abuse in MP, like giving all your factories for Steel to another player, and he trades the same amount from you, so you have more ressources but no less factories. If you could now use the factories you gained from trade to trade again, you could basically trade all the ressources with just one factory each...
