"Improve relations opinion"

I am playing my first game, and since my country is not a powerhouse, I tried to buy some time by choosing a political advisor with the "compassionate gentleman" trait which text says will "improve relations opinion." However, nearby rivals appear to still have the same opinion of me. The country that was -10 before, remains at -10.

Have I misunderstood the meaning of this advisor? (I doubt it matters, but I am using the Deluge mod.)

yeah you need to go into diplomacy with any one nation and select the "improve relations" option.

Is this a one time opportunity, or can you get this benefit repeatedly, as long as you have this advisor?
