Playing as fascist Hungary 1949. Soviet died like 1943, now fighting Allies and China with Axis. Scraping the barrell, gentlest treatment of puppeted nations, all national focuses in the fascist focus tree (which give recrutiable population)..... It is a really good game and I wouldn't build new divisions because it would screw the balance, I would just want to have more manpower so I wouldn't loose because of that.

yeah you'll never beat america because you'll have like no navy whatsoever and the AI is too stupid to do it for you. honetly if Moscow, London, Paris, and China are all under Axis control you might as well count that as a win because frankly you won't be able to touch the USA. also I think you are talking about occupied territory instead of a puppet because you don't choose gentle or harsh treatment for actual puppets.
