Forcing an invite to faction

Hey, so I recently staged a coup in Sweden (as USSR) which was successful but only had a few divisions. I immediately started giving them guns and and they gave me military access but they refuse to join the faction. Sweden ends up rolling over the rebels and they all die because they refuse military support. What gives? Is there any way to get them to accept the invite to the comintern?

Just use volunteer forces rather than lend lease and hold whatever their capital is until they lose their stupid 'neutrality' spirit, which is 99% of the time what the issue is with Sweden (and a few others).
