You mean the game starts but the time doesn't pass in-game?

What are your hardware specs (CPU, graphics card and RAM)?

yes exactly, game works fine in windows for me, but linux not, I have 12gb ram , Nvidia 880M

Maybe Mint uses the GPU that's integrated in your CPU instead of your Nvidia graphics card.

That would be strange as Im using the Nvidia drivers. also it works with Windows just fine, and this game is supposed to work with Ubuntu 14 or higher, Mint is based on Ubuntu so I dont know why it don't work, Ubuntu and Mint is basically the same system.

That the Nvidia drivers are installed doesn't necessarily mean that the Nvidia graphics card is used for HoI4. I don't really know how to check whether or not the card is used for HoI4 since I never had a computer with two GPUs (and I haven't had a Nvidia graphics card in a long time either). But online one sure can find more infos about this.

Apparently you use a laptop. If you use it when it's not plugged in there might be some setting that throttles the CPU too much (to save power) to be able to play HoI4 well. In that case the problem wouldn't occur when it's plugged in though.

Other than that I don't know what could be wrong. But then again that doesn't mean too much. ;p

I'm using Ubuntu 16.04 and for the reasons you mentioned I'm sure it works on Mint as well.

Yes you are probably right about the gaphic drivers, it should work right, it also lag a lot, so I think that could be a graphic symptom, maybe they just didn't add support for Nvidia 880m? which in it self is strange because it is one of the best cards for laptops out there, btw, The battery is kinda dead so I always run it on dc power, so a small chance it would be the battery I think, don't really know what to do more than to uninstall the game, I was hoping the developers could fix it. but maybe they dont even look in here.

If it doesn't lag on Windows it should lag on Mint either though. I'd update the driver and try to figure out how to tell Mint that it should use the Nvidia card for HoI4.

That the battery is pretty much dead doesn't matter when you plug it in. So since your laptop is plugged in all the time your problem fairly certain isn't caused by some power saving stuff.

No, the devs don't really look into the Steam forums, since they have their own forum (it's called Paradoxplaza). There's also a HoI4 tech support forum there, but unfortunately Mint isn't officially supported. I'm sure they would try to help you anyway, but they can't promise anything.

If you want to ask there read on: If you don't already have a Paradoxplaza account create one here[accounts.paradoxplaza.com]. Afterwards you need to sync[forum.paradoxplaza.com] your Paradoxplaza account with Steam (so that they know you really bought the game) to get access to a couple of hidden subforums. Among them the HoI4 tech support subforum[forum.paradoxplaza.com]. There's also a thread[forum.paradoxplaza.com] that gives advice on how to ask for help there. I'd recommend you to mention Mint in the thread's title too.
