Give control of state - not all states listed

So I'm trying to give control of a state to an ally faction member through the diplomacy screen... For whatever reason, only some of the states I control are listed for me to give away. I'm not finding any sort of pattern for ones I can't give away either and I haven't been able to find any information on why some specific states I'm not able to give away, what am I missing?

Only occupied states can be given/asked control of.
