How do i do it?

Countries buy your resources automatically. It helps to have a high trading opinion, relations, and allies. Of course, this is based on experience not game data.

U cant "sell" them as you wish. Other nations take them from you as the please and you get civilian factories in exchange. You can only affect your resources available to the market by changing your economy laws. For example closed economy gives zero resources for trade form your country.

Ok, thanx. Sounds like a weird game mechanic. I`m swimming in aluminium (i guess) as Italy while i have to trade to get tungston, rubber and oil.
