Does the Ryzen have HT (or whatever AMD's equivalent is called)? If not it doesn't matter that the i5-7500 doesn't have HT, does it?
Yes the 1500X does have hyperthreading this model is 4C/8T where as the i5s dont support hyperthreading so the i5-7500 is 4C/4T.
Also the 1500X is overclockable so its able to achieve even higher clocks speeds where the i5-7500 is locked and cant be pushed passed its turbo clock.

Yeah, it's quite an old post. In the end I've bought the Ryzen 5 1600 with 8gb of 3000mhz RAM and it completes my RX470 quite well. Game runs much better than in your gameplay. Slower RAM perhaps? RX470 almost never maxes out as well.
