For Australia there's a national focus that gives you +0.5 daily autonomy progress.

You can also hover your mouse over the autonomy icon and it will tell you additional way to progress it.

I dont have the dlc yet when im playing as Manchukuo it says i can become an imperial associate, Whenever i click on the notification it takes me to the political tab with nothing to click

Send em your artillery production, but eventually it requires to UK bein at war at the moment.

You increase your autonomy by exporting resources or lend lease agreements going to your liege
Also having troops fight your lieges enemies will increase your autonomy

Conversely lend lease going to you, you importing or the liege building stuff in your owned provinces will decrease autonomy
