Manager level

I have two identical stations with 17 miner ships. One manager is now 5* quite fast, the other has not gained a thing (2*). Both producing and operational.

Normally my experience is that leveling manager is fast, but sometimes they won't level.

Do they level on something different then "being operational and producing" and "commanding ships, like miners"?

It depend on the productivity of the station.
If said station is regularly visited by miners/traders and the like the manager will level up quick with each trade transactions.

If ship rarely interact with the station then the manager will level up more slowly.
