You'd think adding more traders may sidestep the problem by having enough spare traders to go out and do stuff while the others have resource supply orders to fill up to max lined up. Although with how the managers adjust the tradelists it may not work. The manager will continue to wait until the resources are actually stocked sufficiently before sending out ships to sell. And with such small storage levels it may not be possible to actually satisfy the manager.
The fix is to increase storage so it can hold enough resources to not need to restock literally every cycle.
