are there launch options, config.xml options or a mod to enable sound while the window is not in focus?

i absolutely despise games that jarringly mute when the window is not in focus, is there any way to do this for this game? thanks.

Click on game in steam / properties / set launch options / paste it.
(no worries I paid for game ;p )
