How does teleporting the HQ work?

So apparently youll be able to teleport the HQ. Ive read in the news post that you can do it after accepting a terraforming mission, but can you also do it any other way?

You have to complete the teleport chain research.
Each time you want to teleport you have to re-do the last step in teleport research.

Also be careful to not teleport the PHQ within proximity to any friendly stations or ships, as anything in the vicinity of the destination will be destroyed when the station teleports and you'll incur lost relations.

The boron warned of that lol. Does it only affect stuff at the target position or also the place where the HQ jumped from? I'd assume the former.

The PHQ teleport only destroys objects at the destination location (including asteroids I think I've noticed), so everything in the vicinity of your PHQ before it teleports is safe.
