L & XL Shield Regen question
I know for the main shields of L & XL ships, they regen even after/while taking damage. Does this apply to the turret and engine shields as well?

Working on outfitting my destroyer and want to know what to focus on for their surface element shields.

It's all a question of the "shield recharge delay" stat. Before 9.0 most L and XL class shields have a recharge delay of 0, meaning they even regen under fire.

S and M class shields usually have a non-zero charge delay, so they have to get out of enemy fire before they start charging. Engine and weapon shields are usually M class.

That said, in beta 9.0, as far as I can see, all shields have a recharge delay stat, making L and XL ships considerably less tanky. (But still very tanky)
9.0 is very tanky more tanky then 8.0 actually

9.0 L and XL ship still regen constantly if hit

it just introduces weapon that can disrupt regeneration

Back to OP I say focus on shield amount rather then regen as turret don’t use L and XL shield
The engine and turrets of a L or XL class ship actually aren't protected by the main shield. Because those elements have only M size shields, it is much easier for small groups or single fighters to shoot out the engines and turrets of a big ship than to outright destroy it. But targeting surface elements is only possible in high-attention combat, within 40km of wherever your camera happens to be. When you aren't looking, regardless of the actual orders given, everyone shifts their aim to only the main hull with its massive shields until you start looking again.

So, for your own ships, it seems it's only beneficial to splurge on surface element shields on those ships that are going to be part of your main fleet. Freighters and large miners will generally function just fine with mk 1 shields on their turrets and engines, given that most of the time you aren't actively watching them. However, if you happen to like commanding your forces from a freighter or large miner then your personal flagship should probably have the best it can get. In contrast, destroyers, auxiliaries, and carriers should probably have the best possible shields on their surface elements. This is because this is usually what players want to watch. It is really hard to resist the temptation to be there to participate in a big battle when one is happening.
Turret and engine shields are M shields, which have short shield delay and fairly slow recharge rates. The only module that is protected by capital shields is the capital shield itself.

IMO you should aim for the highest capacity M shields possible. Your turrets shouldn't really be taking hits, but when they do they should hold out as long as possible. Missiles deal multiple hits against surface elements, doing shield damage for every turret in the AoE. You need a large shield buffer to avoid losing turrets in that situation.
But if ship is "good at barrel-rolls" (or rather you can ensure that it's (weapon group covering shield) not constantly hit by any method) you will get more from fast recharge shields.

Okay, but how many ship AIs are capable of a barrel roll or distributing damage across their shields? If an M shield is under constant pressure it has 0 regen, so the only thing that matters is its reserve. If a shield loses pressure then it has plenty of time to regen for the next encounter, perhaps a different shield gets targeted or the fight has ended. There just aren't many scenarios where a shield takes a perfect amount of damage to not quite break the shield but also allow full regen. There are plenty of scenarios where a shield gets hit hard up front, and then the threat disengages or gets shot down.

Low regen, deep reserves are where it's at. Teladi win this metric in the common worlds, but terrans have unique mk3 shields that are the best at both, so just use those.
A fast ship like the nova do pretty well for keep away from damage enough to regen
In 9.0 L and X shields now have a delay I saw one L shield having like a 10 second delay.

So people saying L shields have no delays not played the beta
L & XL shield delay is only triggered by specific weapons now. They still constantly regen against most S & M weapons that aren't specifically anti-capital.
I can totally understand the idea of big shields having some sort of "poise" attribute. If the generator gets destabilized, that could disrupt regen and make the shield more vulnerable to damage. I'm not a fan of it being such an on/off mechanic. If a single weapon triggers the delay, then you only need a single poise breaking weapon and there is no reason to ever bring more. That doesn't really vibe well for a game where just about every ship has 2 or more weapons.
Maybe try actually playing the beta before complaining. Ships are already more tanky now than before, not less.
all these tactics and planning to fight what? 3 xenon ms and a confused k ? just flip a coin, it wont be that bad, the xenon are a joke anyway

9.0 xenon fighter are dangerous B F and PE can wreck a destroyer if not careful

Graviton became a joke because of the accuracy debuff
i get that, but their economy needs a massive buff. i was so happy to hear they reworked the capital ship AI after 8 years of trolling, and the game is better, most of it anyway with the 9.0 fixes and rebalances but in 24h game time, on new start every xenon sector bordering another faction was conquered, teladis, hop, split everyone were going into xenon like coming home. never saw a xenon fleet sieging anything
the xenon aren’t losing in my game but they aren’t winning either it a stalemate

But I definitely seen xenon siege some sector
