Thankfully, station designer at least provides a PHQ to play with.
If you have a game already established with the PHQ you want then edit the PHQ and export the plan. Try and import it into the new game. If that does not work run the station designer (note new game menu) and import/edit the PHQ as desired and export (maybe as a new name) and try to import it into the new game PHQ.
Should have been much simpler....still this game is way more simple than the older ones.
This is also in creative start where I already have the necessary blueprints. My blueprint of course is not that complex so maybe that helps too. And no modules overlap. so be sure to disable module overlap if you blueprint contains modules that overlap.
