The only game that is really similar to X4 is Eve Online so X4 is basically the only SP game of it's kind.
So if building you own colossal military/industrial complex across a huge universe and then using the proceeds from it to build whacking great fleets to destroy whomsoever you wish to destroy (if anybody) is your bag X4 is the only SP space game in town. If you just want to shoot stuff and explore in your one ship you can do that too in X4 but games like Elite Dangerous and NMS may suit you better as they are exclusively focused on that.
The only other game that surpasses X4 is Eve Online.
Leahn's fancies are implemented as low quality features while space part of the engine is left even uncapable of calculating quaternion transformations, failing the turrets' aim. It had memory leaks left and right and was even failing to save and load in a timely manner.
So no, it has nothing to do with the space except for the left over 3d map functionality and modding community provided assets. X4 is only good for making or getting modded ships, and creating battle scenes along with the mod music and modded weapon FX.
What is the best space game on PC... is a question of taste, which is a personal thing. So ignoring the extremely niche titles and requirements; although E:D or X4 can run on a potato connected with wires for a processor, I would much prefer what I have seen of star field for SP and star citizen for MP due to quality. Same goes for their communities too.
It is so bad, you may not have looked at AI scripts but the factions actually have no idea what is going on... If there were 1 I, 1 asgard, 1 tokyo, 4 osakas and ~50 terran fighters did destroy 3 ANT stations at the void, ANT would calculate that it was under attack by the single HOP trader at Flashpoint and send its entire fleet there.
The problem with "best" is that's it's a comparative statement, not a qualitative statement. Being the best is just a nice way of saying everything else is worse.
X4 is by far the best 1st person space simulator with a fully modeled economy and functional empire management. But how many games are there like that?
My hope with Starfield is that Bethesda makes a ton of money so "Space Games" get some more contenders in the ring and we get some healthy competition to spice things up.
For real though, I'd say X4 is pretty good overall. Is there bugs? Yup. Is there catastrophic issues? Yeah probably. But you go with the flow of it and you figure out how to overcome whatever's giving you trouble. The main gameplay is decent. You can do quite a number of things and at your own pace. Watch the galaxy grow or burn under the xenon influence or otherwise.
I don't know if it's the best or I'm sure there will be others to be better overall in the end. I'll just say Starsector is quite enjoyable, if someone would be into 2D space combat/exploration.
