at 30fps
the game isn't optimized yet.
I have a 3900x and I've seen it dip 20-30fps
the best cpu's in the world can't hit 60 all the time.
this is the fastest cpu in the consumer world atm
running on the absolute lowest settings in game
and it's not even any combat scenes, this is just of static structures
it's beyond bad
the game needs to run 2-10x as fast, certain spots are beyond bad, like running on a station
note that upping the graphics, didn't lower the framerate. it's bad optimization and overworking the cpu

That being said. The programming of a game as Blitz said, is the most important factor.
p.s. having an SSD or M.2 can make a bit difference in some games.
I have the 5800, can only recommend. Great CPU, but runs very hot, but it was made for it, so it's normal.
Get a good fan though.
Intel released the first DDR5 and PCIe5 cpu late last year.
This would be the first 5nm cpu.
It'd be the first DDR5 and PCIe5 for AMD CPU's.
Zen4 is 11% faster than Zen3, but that's per AMD. Still, 11% for a CPU is a lot.
We've been running on 7nm since July 2020.
DDR5 is 50% faster ON PAPER than DDR4 and over the years will wind up hitting 165% faster than DDR4, and should just require a new bios and swapping out ram sticks to benefit.
DDR5 released in 2021. DDR4 released in 2014. DDR3 released in 2007. I got a PC in 2014 and just missed DDR4 by 2 months. Now DDR3 vs DDR4 if you look at benchmarks on youtube of games, there's minimal difference HOWEVER, you can tell many of these videos are biased as the GPU is bottlenecked and little of these tests use games that are cpu capped like dwarf fortress or X4.
My suggestion would be. Hold till November, grab the best zen4 gaming cpu amd drops. grab a brand new and popular asus motherboard, like the tuf series. use your old DDR4 sticks in that mobo. Over time the DDR5 prices will come down and at that point, you can decide if it's worth getting DDR5.
Regarding PCIe5. 2000 nvidia gpu's are PCIe3. 3000 nvidia gpu's are PCIe4.
4000 nvidia gpu's are rumored to use PCIe5. So use your old gpu and wait until the 4000 series come out, which should be later this year as well.
EDIT: Nevermind. zen4 will only allow ddr5. that means, they're all in and the gains must be substantial. but the market, isn't there yet and might not be for another year. so it likely will be a lot longer than November to get a full system.
EDIT2: Nevermind. I say it's worth it. after looking at prices for DDR5 2x8GB sticks, you can find speeds at like 4800 ($100 for 2x8GB sticks), that are comparable to DDR4 3600 prices. This lets you upgrade to DDR5 much later on, if benchmarks show that the price/performance is worth it. It gives you PCIe5 and possibly a bigger & smarter L3,L2,L1 cache for games, plus whatever other benefits zen4 gives for games. The 5800X3D is 4.5GHz max. What if zen4 does 5GHz ??
but alas, for now i don't have the money to throw at an upgrade. assuming this situation in the uk comes to an end by early next year, i could probably get something together the middle of next year.
If you use High Performance, that reduces the performance of Zen2+
If you really want to get into it, there's a way to program your own custom power profile, it's considered a safe overclock, done by auto-testing your cpu with this tool.

I believe total war would be the closest in terms of a 3d game sim to compare. I do wish there was a 10% min instead of 0.1% min as 0.1% is unrealistic. so I look at the 1% min when comparing if 10% min is absent.
If X4 doesn't, it would be nice if there was a benchmark in various scenarios. One day it might get picked up by these reviewers if so.
Interesting how the 5800x is faster than the 5800x3d, but the latter has a bigger cache and thus more performance. 4.4GHz 5800x3d outperforming the 5.2ghz i9-12900k by over 8%.
Edit: to illustrate why 1% low is bad and 0.1% low is worse. if you're hitting 167.2 fps at 1% min. They're probably taking the lowest 2 framerate timeings over the span of a second. 2 framerate timings at 167.2 fps is about 11 milliseconds.
The human eye can't detect motion for at least 15 milliseconds, more realisticly 20 milliseconds. Thus 1% is too low, 2% is better at that speed, but just a 1% and a 10% for consistency would be cool. To me you want a 16.67ms total, then something like a 5% fps minimum and the overall avg fps. Teh 16.67ms totalwould list the number of frames that were under 16.67ms aka 60fps.
but that video I showed. that was literally a 5800x3d. it shows the game running at 9fps when walking on stations and sub 30fps when flying. using low settings.
as for me the game does run good compared to other Intel/Amd CPU´s. i do even not having issues like other with SINZA/SETA activated.
but in my endgame of over 450 hour.. wars a a daily thing to see and my cpu cant handle so many station/ships etc anymore. but 30 FPS with so many things is still good.. war at about 20 FPS with over like 100-200 S/M and a few K/I and Station while attacking them with a secondary fleet of mine with about 30-50 Destoyers to do what i cant do when attacking with my 2 modded Rattlesnacks.
