well i've rolled back to 7.50 in my library, since it seems like the only way to solve the issue.
One of the key improvements in 7.60 is how the game handles GPU memory, to make it able to run better on lower-end systems such as the Steam Deck. The result is fewer cases where the game runs slowly or is unable to continue due to lack of GPU memory. A possible side effect for some people may be slightly slower loading of assets, such as ship parts or characters. If you run into this, you can try lowering Texture Quality to Medium or disabling Volumetric Fog in the graphics settings. These options have a fairly minor effect on the visuals of the game, but can free up a lot of GPU memory!
and i said i was running the game on the lowest settings i now my graphics is integrated so i run it on the bare minimum
bare minimum means the absolute lowest settings low on everything low and off/none on everything that can be turned off
Getting graphical glitches on the map but if I move the map they go away. No shortage of vram or system resources. No glitches before patch.

Apparently no. 7.6 just released. And if what OP is describing then this 7.6 isn't ready for publishing. Texture/Mesh not loading, yikes...
The game was lagging any time a fight would break up near asteroids/station. Performance was bad on launch and it's still bad now. Your best bet to play the game with stable FPS in late game is the new X3D CPUs. Don't let people fool you by saying their game runs stable 60 FPS, it does that in first sector when they spawn and stare into empty void. Late game it's just tragic.
