only a few sector are banned from being expanded on so something definitely up
I presume their will to expand depend on their military+civilian fleet + amount/quality of stations. The best bet is to build own Shipyard/Wharf and flood the faction with ships. But even at this case it may require a lot of time for them to build enough stations and gain more ships from you than they lose to Xenon or other enemies during suicide trespassing.
Had the game running on SETA now for 2 hours and both finally took a sector back they have lost before.
HAT and vigor are, for some reason, content with what they have.
on the other hand, they both are technically pirates and do not have traditional military power they could/would project into another system.
means basically, they have the invasion and expansion logic active but don't use it for reasons noone was able to explain to me.
if its economical strength you want to improve for the factions.. noone forces you to build admin stations in neutral space.. feeder stations to get their shipyards into overdrive and provide enough building materials usually do not need that.
if you want to provide ships through your own shipbuilders however... be cautious were you build those, the S/M, L and XL builder cradles have claiming abilities.
Expanding seems might be straightly forbidden by intended restriction. E.g. RIP will claim any neutral sector in Avarice, but will never expand in adjacent neutral Windfall.
as said, they don't have anything in place that would forbid them from doing so.. they just don't do it for some reason i don't know.
dont exspect anything bright or brain storming from them unless you support them.. like have a station each sector to support anyone who might needs your stuff sold to them.
in my 8th universe everyone will just rebuild as fast as they can. this means my stations are working very well.
Given there are no clues related to the issue within known scripts and we leave witchcraft out then there should be something in the engine itself.
but how often have you cleared tharkas cascade and left it unoccupied in the hopes that eventually HAT would decide to move in?
All my experiments are for neutral sector HAT got ownership after their Trade station reconstructed. HAT doesn't expand into free sectors other factions kindly left after my Asgard envoys asked for.
