Report a translation problem
Do all turrets in your game have issues? L turrets, M turrets, turrets installed on AI ships, ... ? What if you disable all mods and start a new game, do turrets work? Just to make sure that mods are not the cause for the problems.
My first game was 100% unmodded and I had these issues. Didn't matter which ship. My hyperion, my Ody E. Same
Any screenshots of the HUD (if you pilot a ship), the ship information window and turret settings? Maybe even videos showing these windows?
I suppose you mean ship modifications? Those won't help much if the turrets don't shoot at all. ;)
When you're in a small fighter, you might want to use "attack my current enemy" as it's 100% going to work.
When you're in a large ship, you might want to use "defend" and it should shoot whoever touches you.
Attack all enemies are good when they're "functional" but from time to time the AI behavior gets stuck and does nothing, and then give it some time, it becomes fixed again, nobody really knows why it's weird and many years later there's no mod to patch this.
If you're letting your npcs use turret, make sure to never use attack all enemies with their turret as it is calculated into their attack range.
