The station manager determines the range of operations, so you only have to level up that one guy instread of the captains of all ships. Buy basic and 1 star seminars from station tradehubs to get the manager to 2 stars right away.

without advanced auto mine these are your best options besides manually selling the wares on each ship.
alternatively you can restore demand in the system your mining in simply by shipping out the wares that ore-buying stations make.
That's because normal way to do this is repeat order, BUT it works only for one ship. Repeat order cannot be easily copied between ships, and you can't just order a fleet to buy/sell something. Or, of course, you can issue orders one ship at a time.
Those are oversights in the game. Local/advanced automine COULD work, but it requires higher skilled pilots and you might not have those.
