i won't exclude it but maybe you overlooked that you can scroll through the entire briefing screen?
You are absolutely correct the briefing should be specific but unless I have gone totally blind there are not enough details given to even guess what might be out of specification. I should add this is in BETA, I think v3 but not sure how to check.
Mission requirements for a specific ship or loadout need to be stated in plain (pick your preferred language)
Would be like me asking for 3 cards 1 red and 2 black, all face cards and then telling you the queen of diamonds doesn't meet the requirements when you turn them in.
No where in the mission requirements does it specify TER fighters.

on the other hand.. you took the mission from specifically terrans... the strange thing is they accepted non terran hulls.
Otherwise if it is listed like the OP gave, you just need to provide a Destroyer, a Frigate and 8 Fighters.
If you order a ship, you will notice different classes next to the ship's name.

Ares is a heavy fighter.
Perseus Sentinel is a fighter, NOT a heavy fighter.
So, it's actually pretty obvious ... if you know what you're looking for. But that's just one of many kinda "hidden" mechanics which you will learn after some time. :-)
I usually don't do faction missions unless I need rep as I don't appreciate the bait and switch. This was advertised as a build mission before accepting it then it evolved into something I would have passed on if the mission was advertised honestly.
It still won't tell you what exactly you need to build until you accept, but you'll know if it's ships or a station at least.
It also tells you the rewards for the individual sub-steps that the summary omits.
Eclipse is a heavy fighter. If a mission asks for fighter, you have to deliver fighters, not heavy fighters.
