what do you do with behavior inspection mode and how dose it work please

You can use the right mouse button to assist with scans on objects. There are sometimes missions offered by stations asking you to scan a ship or station.

Becomes handy if you play as a pirate.

It allows to inspect the ship behaviours details. (radar range, trade restriction ...) Mostly useful for ships assigned to trade behaviours / assigned as station traders.

It's a basegame feature, not connected to any DLC.

Are you getting your features mixed up? Behaviour inspection mode just dropped with the latest patch. It's for troubleshooting problematic ships that aren't following orders.
